I'm not a UK Theodolite expert. But this is a very nice looking theodolite, and I love the look of the extra long telescope. From what I can tell, English theodolites have become very affordable over the last decade or two. As a result, you can get a good deal of eye-pop with a theodolite for a pretty good price.
I guessed at the circa 1870s date. I have two Troughton Simms catalogues, 1844 and 1897, on my Makers Page. This theodolite seems to be made after the 1844 catalogue and before the 1897 catalogue. Hence my guess of Circa 1870.
Here are the key specs relating to this instrument.
14.5 inch telescope as shown in picture
2 inch needle
5 inch horizontal
Very nice and clear optics
No stadia wires or crosshairs visible
About 11 inches tall
FYI - There are some loose wood pieces in the box
Everything I have is reflected in the pics, and the instrument seems pretty complete.
Please see my Troughton Simms Makers Webpage for more info about this surveying instrument maker (and you will find a link to a few T-S Catalogues there).
