I'm not a UK Theodolite expert. But this is a very nice looking theodolite, and I love the look of the extra long telescope. From what I can tell, English theodolites have become very affordable over the last decade or two. As a result, you can get a good deal of eye-pop with a theodolite for a pretty good price.
I guessed at the circa 1860s date. I didn't see much info on Thomas Street on the internet. He apparently had a long run, and then went into business with a relative (probably his son) i the mid 1860s.

No stadia wires or crosshairs visible

There is no box for this theodolite
The instrument cannot stand upright by itself - see the pic of the underside of the Theodolite. The winged nut at the bottom of the theodolite extends beyond the Theodolite base. I will include the wood base shown in the pics, so that you can display the instrument.
Everything I have is reflected in the pics, and the instrument seems pretty complete.
